Have you tried re-installing the program after installing PS? Just curious, sometimes these weird issues can be traced to something that gets overwritten.. It should be possible to either use an application compatibility fix to change the way the app interfaces with windows or you should be able to modify the seamless app behaviour to resolve your problems. The 16-bit application runs fine on XPe SP3/FR3. If I upgrade the servers to either MPS 3.0 (application does not even launch properly) or PS 4.0 (application launches, but once minimized, can not be resized onto the screen), I have nothing but problems.
