I agree with Larry, but if you find the Blue output transistor is ok, then
your heater is most likely touching your Blue cathode after it warms up. A
way to fix this is to cut the heaters' copper foils between the crt socket
and the plug that provides the heater voltage to the socket. Normal voltage
on a DVM will read about 6 v AC. You can isolate and duplicate the heater
voltage by wrapping  2-3 turns of wire around the core of the ihvt and
solder the ends to the the socket side of the copper trails you cut.
