This did not cut and paste well, but here is an excerpt:

MODELS: CTC197 Chassis
TOPIC: No video after IHVT replacement
Cure: Replace JC12128 with a small jumper making certain it contacts both
Pin 7 and Pin 8 as in the original
configuration. Refer to the below diagrams of the bottom of the main PCB.
The locator is around section P-24.
The insert at the upper right is a blowup of the outlined area in the lower
left portion of the PCB. A different
IHVT configuration eliminated the need for connection of Pin 7. However a
connection from Pin 8 to the same
circuitry formerly connected to Pin 7 was still required. To reduce
reworking of the circuit board, a jumper was
used to connect Pin 8 with the remainder of the circuit. In later chassis
versions, the PCB was changed to
eliminate the need for the jumper (See Figure "PCB without JC128 Jumper").
The jumper, JC12128, is extremely small and during IHVT replacement may be
inadvertently lifted while
removing solder from the IHVT pins. Since the technician may not realize it
was lifted, the IHVT is replaced
without the jumper in place. Circuits affected when the jumper is missing
include XRP, T-Chip Sync (FBP),
TV Guide Plus, OSD Sync and others. The most likely failure is immediate
shutdown, extreme tearing of onscreen
video, or loss of video.
Small Jumper, JC12128, inadvertently removed during IHVT resolder attempt.
