[TA-A] tv rca model-m52100 chassis mmc102 wont start

rca,mdl#m52100,chassis#mmc102
hey guy's i need help
unit wont start,unit is not cycling
fans try to turn when power button is pressed,standby voltages are okay,except 
the 15v line it is at 22v.can force run power supply on and all line voltages 
are okay.using variac at 20v run supply is on until about 40v then shuts down.
