Here are a few of my solutions for this chassis. I hope it helps.
CHECK U4101 REG., R4001, C4109 OR C4137 MAY SHORT AND CAUSE THIS PROBLEM.
IF 0 VOLTS ON PIN 2 OF U3101, CHECK FOR COLD SOLDER AROUND JC403 AND R3132
CHECK FOR SHORTED CR4704 AND OPEN R4702, R4517 (RESISTORS SHOULD BE OEM ONLY).
IF 5V MEASURED ON PIN 5 OF U3101, REPLACE U1001
IF NO COLLECTOR WAVEFORM ON Q4301, REPLACE Q4301
CHECK TRACES IN AREA OF JC403 AND JC411
CHECK TRACES AT JC404 AND JW317
IF CIRCUIT BETWEEN JC403 AND JC411 OPEN, REPLACE JC411
Replaced C4105 - 10UF/250V, CR4704, R4702 - 3.3ohm/1W and R4517 - 24ohm/1W.
R4104 checks ok but is intermittant
R4001 OPEN
Replace open R4101 (1.5M 1/4 W)--supplies drive to U4101 B+ Reg
Pin 6 of micro(U3101) was zeroV.(normally 5V) Channel up switch shorted.
REPLACE C4137, C4105, C4130, U4101
REPLACE CR4106 PRF856, STK730-010 REGULATOR
DEAD AFTER TUNER REPAIR REMOVE BRIDGE BETWEEN JUMPERS JW400 AND JW470 ON TOP
SIDE OF BOARD

Probably a bad eeprom, u3201, p/n 224281. See that you have 5v, data and clk
present on the eeprom, if so it is probably keeping the set from turning on.
