[TechAssist] jvc av31bp3 pip problem fix

Symptom: picture-box picture is black-no video, if you swap that source will
appear on full screen
Solution: esr all sm caps on pip board, found 15 bad ,ten of which would not
even read on meter. replaced with ultra miniatures , works great.hth
