[TechAssist] hitachi projo ap84 chassis model 60sbx78b blue retrace

Hi everybody
I have a ap84 chassis. The original problem was dead. found f994 open and cap 
707 blown up. replaced parts unit now turns on but the picture is greenish. The 
blue is very flaky. If I turn up the screen just a hair I get retrace lines,I  
cannot get good grey scale. I dont have enough control of the blue gun. If I 
turn up the focus control it acts  like the screen control. How can I know 
wheather I have a bad screen focus control, or a bad crt? Has anybody seen this 
before. Any help will be greatly appreciated I dont have a tube checker
