[TechAssist] fix. RCA G27211WK , CTC159L took 220V surge, need parts ID

Found a NOS regulator (# on part was 780-9) and a sub HOT 
D1881,fuse,and  set works good now.
I replaced the 680uf/200v main cap as prevention.
