If I understand this post, the essential problem is fluctuating 15v (on 
c4145???).
Anyway, my guess is a bad cap or rectifier or both in that cicuit.
You will not be able to get a solid reading if there is a smps pulse 
there...
Also, PLEASE USE repair@circuitwork instead of the old techassist addy
