The resistance does make difference. Somewhere in the full spec for the device there is a permissable resistance range. I see the complaint over and over again that when somebody has received a bad batch of HOTs that the b/e resistor measured high. A couple of techs have posted that they measure the resistor when they receive the part and have made a table of resistor values for each part number, but it should also be available in the spec for the part, if you can find it.
