Why not hook your CRT tester up to it and see?
I'm sure a large, profitable shop, like yours, has this type of test equipment.
Could be open resistors on the CRT board

hello group!
This set has good voltages (and clean) at the crt  PCB. I also changed some 
caps just to see...
Still a smeared pix. the odd thing is that the screen grid bias is almost at 
min (160v), otherwise I get
saturation. Me thinks it's a bad CRT. Any seconds on that?
