Thank you Greg, at Quality TV and Jeff at Shoreline Electronics Repair.

C3407 was the culprit. This chassis is difficult to identify the connections
on the bottom of the circuit board for the components on the top side. I
thought I was measuring the C3407 connections but found out that I was on
the wrong connections. After pulling the capacitor out and testing found the
ESR to be 10 ohms.
