[TechAssist] Zenith PTV Model PV4657BG(Chassis C3R) Static convergence shift & can't turn off

I am working on a Zenith PTV Model# PV4657BG (C3R Chassis) with a Main Module 
of 9-1193-01 & Sweep Module of 9-1194-01. This set works 99% of the time. 
When it acts up it seems like the red/blue picture centering shifts up several 
inches but the green only shifts up about an inch. Also all the customer 
buttons 
work OK except you can't turn the set off with the remote or on set button. 
Any idea's would be appreciated.
