Certainly. In fact, in theory, a 10 v, 1 wt zener can be replaced with two 5v, 1/2 watt zeners in series. If you series unequal values, the power dissipation is proportional to the zener voltage; therefore, better to use a higher-rated power for each, unless you want to do the math. E=IR and P=IE.
