[TechAssist] Update on Mitsubishi R/P VS-4561R

This was the set with no vertical deflection.
Just sort of a colorful sine wave on the mid screen.
Found only 1.3 volts on pin 8 of vertical O/P IC. (LA7838).
Found open resistor (1.2 ohm) from pin 5 of flyback (Believe it was R519). I
don't know what opened this resistor, since I had already changed the O/P IC
and capacitors in that circuit.
