[TechAssist] Toshiba TV's With sound problem

I remember a bulletin from a few years back that was to do with Toshiba TV's
with sound problems only on few stations. You were supposed to replace the
4.MHz crystal in the tuner with one made by Panasonic. Anyone have the details
on this one ?
