Dang, you're going to need a print and I don't have one but from your
description of what is happening there must be a problem with the x-ray
protection shutdown circuit which is a sample of the high voltage from the
flyback, normally from the filament winding, which is rectified and sent
back to the jungle IC and kills the horiz drive if it goes too high.
Whatever voltage there is after the rectifier is normally then dropped
across a zener and a resistor or two so the result at the x-ray input pin
should be darn near 0 volts, the zener could be bad or the IC could be bad.
This is assuming the B+ in not too high and I expect 127 volts is ok. Maybe
you can trace it out the hard way without a print.

Tv shuts down If HOT is active. If colector of HOT is removed microcontroler
will not turn relay off.If I reconect HOT colector and
I jump the relay. The Hot is active and High voltage is on and It does not
show any high curent.
I wonder why shut down? B+ is 127v Is it low?
