[TechAssist] Toshiba CF27G50, TAC9718 storm,instant shut down, LED blinks. fix

After a storm, dead. Went out in a power  "on" state.
Plug power cord in, relay clicks, set powers up, instant shutdown, front 
LED blinks constantly once per second.
No obvious damages found in PS. Had 5V standby.
Went to my faithful TECH-Repair CD, entered model. said:
TOSHIBA\CF27G50\Dead Set\\\\Replaced Tv Processor Ta1252an To Disable 
Shut Down. Pull Q471 & 1 End D 472\\\\\\\\.
In this case, I pulled Q471 (the shut down transistor, # A1015). Checked 
Q471 while out, it was shorted.
Replaced Q471 with  another 2SA1015 and up and running. My processor IC 
was good.
This repair CD has fixed three sets in one week.
