C301 & C305 were the culprits. Both were those red leaky caps,
2.2uf/35v. C308 was off by 30uf's so I changed that one too. Adjusted
the vertical height slightly and picture looks great. I guess Toshiba
has always had problems with those red caps.

I would suspect C308 (220@35) and maybe IC301, AN5521.  Also, check R327
for increased in value.  I have conflicting information on its value. 
One place I show it to be 5.6 ohms, 1/2 wt.  Another shows it as 1 ohm.
