[TechAssist] TeleCaption Model NCI 4000 Closed Caption Decoder

Techs,

This device looks like a cable box decoder, but made for the hearing
impaired.  The unit will select channels, but will not display the text. 
The station I had selected was broadcasing the CC signal.

Any experience of these?
