Thats take-up reel error. Very odd under the circumstances since the reel
pulses are tested before and after loading.  Maybe the tape is not moving
fast enough because the pinch roller is not seating due to a loose retainer.
Maybe some kind of ribbon cable
connection problem or maybe the magnet has come unglued from the take-up
reel. Take the back-up cell out before checking further as that can cause
some strange problems.
