David,

Check to see if the rotor on the capstan is rubbing against the windings.
Youll have to pull the motor apart to do this.
If so, shim the housing with respect to the windings so the rubbing is
stopped.
This happens when the motor warps or the bearings become very worn.
The above will pull you out of a bad situation but you really should just
replace the motor.

me.
