[TechAssist] Sony TRV318

this cam corder plays previous recorded ( on different machine) ,  but won't
record,  has streaks in screen, as soon as turned on,  heat and cold does
not seem to effect it.  anyone have any tips ?  I'm not much on these Cam
Corders but this is for my  mother outlaw.  so I'm expected to fix it. ?
