[TechAssist] Sony KV32S45 no picture

Sony KV32S45 (chassis SCC-S07B-A MFD July 1998)
No picture No OSD LED blinks at 1 SEC intervals.
If Screen turned up only dim grey haze
It looks like been in another shop Tuner (8-598-431-00) has been pulled 
Interior looks untouched although sodder job to board some what poor.
This set Jungle IC351 CXA2095S. Would this be another case of Jungle IC 
failure?
