[TechAssist] Sony KV32FS10 (1999) Main reg IC650 shorted,now shuts down

Sony KV-32FS10 TV.Was dead. Replaced the smps regulator IC650.Now push
power,powers on with a burst of HV,( no pix,sound or filament..) then
instantly shuts down.LED does a constant slow blink. Unplug the set and
hear a blast of audio.
Customer very antsy...help!
