Jamie, 
definitly a filter, you can safely use test filters, 1 approx. 10 mfd
100v & 1 approx 100 /200 mfd 25v, these are approx. use your discretion,
just enough to tap in very momentarily, watching reaction and you'll
know when you hit the right one. or if your uneasy with that, take the
tip of a hot soldering pencil and heat the legs on the pc side, give a
couple seconds for heat to sink in, you should see a noticable reaction
when you hit the right one and a can of freeze wouldn't hurt to help
verify "joe"

This tv only has about 2/3rd's of a picture across the middle of the
screen. Picture looks very distorted, looks like severe vertical
foldover from the bottom. 
=A0=A0=A0=A0I replaced ic1501 (vert. out stv9379)and checked c1509,
c1504, c1502. so far and didn't help.

I order a manual?
