You neglectied to mention the # on the IC (or the year of the set) but I've 
seen at least half a dozen JVC's with LA7832 short that would cause the set 
to shutdown. Also important to check/replace the caps in the vert circuit as 
well as a 75v zener and check the power feed to the IC also.

The vertical ic will certainly shut down a zenith
or magnavox.
I don't have a schematic, but I doubt that 30 ohms
is normal.
Try looking the IC upon the NTE website, and
download the PDF of the device to see the pin out.
