This is a set made by JVC for Sears. When the power button is pressed the P/S relay clicks on, HV comes up and then the relay opens up. Pressing the power button then does nothing. I disconnected the HOT and my B+ comes up but the relay still opens up. P/S now tests good. The vertical IC is most likely shorted (pins 1 and 2 measure 30 ohms)--could this cause the strange behavior of this set?
