Original problem was shorted HOT and STR30130. After replacing both, the B+ was way too low--76 volts. More circuit tracing revealed both R607 (6.8 ohms) and R610 (8.2 ohms) were open. They were connected in parallel and were 2 watt resistors. Replacing both with a 5 watt 4.7 ohm resistor restored proper voltage to the regulator and to the B+ line.
