[TechAssist] Samsung model txp3064wx/xaa no blue

This Samsung model txp3064 was brought in by a cust said it needed a video
card. When I checked it out the pict looked like blue gun shorting. I
desoldered the blue IC the pict was good green and red. It appears that the
stk396- 130 is shorted, pins 11 and 12 and 6and 7. Could someone if you have
the print see what this IC is Thanks Avery.
