Not necessarily.....this may use a resistive ladder network for the button
scheme.  Pressing a button B+ level determined by the resistors & switches
to trigger proper functions.

Check for leaky tact switches & out of tolerance resisters in that circuit.
You may need to pull the tact switches to get an accurate , infinite reading
for the open switch positions.
