You can try to clear the short with a good rejuvenator, since it looks like you have nothing to lose at this point. Sometimes you can burn enough away to clear the short. That type of CRT problem is a hard one to guarantee, so put a note on your Invoice to apply Charge of Rejuvenation to Installation of a new one, in case it's required. This way customer can not come after you, and say you didn't fix it right and demand his money back.
