Kevin, It is my impression these are to protect the rest of the circuit. From the looks of those most recent one I had, they work. The PCB was physically burnt, yet the only thing I found bad was the fuse and replaced the VDR's, just in case. If you find other problems, like a shorted HOT, that may be all that is wrong with the unit. Last one I replaced the VDR's non, the only problem found was a burnt fuse and a burnt trace. Due the extent of board damage, I felt it best to take other's advice and replace the VDR's, to improve reliability. If someone knows a sure file way to test these, w/o lugging a scope to the customers home, I am all ears.
