Kevin,
You have other power supply problems.
From Tech Repair CD:
SAMSUNG\MVR3150\TV/VCR-VCR NOT WORKING- ON PLAY/EJECT\\\\C09 (22/16V) IN
POWER SUPPLY\\\\\\\\\
Also, check C05, C04 and C14.
C09 may be a bi-polar..so check that before replacing.,
