[TechAssist] SAMPO SME-23DV3N visable retrace

This is a SAMPO 32" monitor. Came in with no Vertical. There was just a the
horizontal. Changed the Vertical driver and this corrected the no vertical.
If there is signal input AV1 or AV2 have a normal display, If there is a
blue screen indicating no signal there is a retrace displayed on the upper
half of the blue display. Any suggestions?? Two SME-23DV3Ns have just been
thru repair for HOT failure.
