For certain model years they had problems with the capstan motor that could cause that symptom. If you put a pre-recorded tape in it and get it to run for a short time, does it track the video and have clear audio? If not, it is probably the capstan motor problem. For certain models they offered a low cost kit with motor and pinch assembly but for other models you just had to pay the regular capstan motor price.
