[TechAssist] Rca TV-VCR model T13208 Shutdown ... chassis ..UPD13 / UR21

We have a RCA 13" color tv with vcr which shuts down when
power is applied..checked the horr output and switcher transistors
as well as all diodes with no success...Isolation supply meter deflects
off scale before shutdown vcr heads spin for a second.
any help would be appreciated..
