Holy crap, buy a new VCR!
Switch mode regulator shorted, and caps bad in supply, check Zeners in
supply as well.
Mitsu projo: Caps bad on PIP module, remove module jump Y and Chroma lines.
Sweat pins on Vert output IC.

Isn't this forum limited to technicians?
