[TechAssist] RCA model#F19430 (ctc156B) set dead

hi techs. 
I have had worked a few of these RCA mod# F19430 sets that were dead.
normally the reg is shorted . But with this one the reg is good , and you can 
hear the 
power supply start up when you plug it in.when I switch it on all happens is 
the degaussing 
relay cuts in for a few secs  but nothing else . it has the 5v for the eeprom 
and the sys control .
this set carries a GCT841B ic for the signal and deflection and I am not 
familiar with this ic.
can any one tell me if there is suppose to be a standby voltage on this ic , or 
Evan the pin out 
for this .
