[TechAssist] Re: RCA chassis MMC102G

One possibillity is to add a 2.2K resistor from pin 21 of U18100 to ground.
Bulletin says to use a SMD resistor p/n 192026 piggybacked on top of C18114.
Symptom mentioned is: shutdown during channel change, shutdown during
autoprogram, dead set or unexplained random shutdown.
