I kind of suspect it has something to do with the reel sensor. Will pull
it apart again when I have another unit in for comparison.

Ed,
What I do for those problems, remove the reels, clean the shafts and the
mirrors on the bottom of the
reels.
If one of the mirrors are dirty, FF/REW will not be affected, but the
slower speed of PLAY will be.

Have an intermittent problem with this unit. (My own unit). Periodically
this unit will go crazy. You insert a tape...Push Play..will play a
couple of seconds, then display says.."Bye" and shuts off. When you
re-apply power tape ejects. Seems to be OK on FF and Rew. I have
disassembled the mode switch, cleaned and lubed it. Worked OK for a
couple of sessions, then goes back to the same problem. This unit has
the Commercial Skip on it. Today I brought the unit into the shop, and
has been running for 3 hours, no problem. Any ideas?
