Dale,
I agree with Albert regarding seating of the HV leads into the splitter
and the gaskets, but if that is OK, check the PIP module. Have seen
several where the rubber bumpers intended to isolate the circuit board
from the shield have turned to goo--like melted chocolate.
Clean the board thoroughly and check the electrolytic caps for leakage
and high ESR. I found 8-10 bad.
One of the sets I found with this problem had exactly the same problem as
yours--arcing at one of the crt's. After that was fixed, we found
quivering and streaks as you described. Lost LOTS of time thinking it
was something we had done. After all, the customer never lies and would
have told us of another problem they had before it failed completely.
WRONG!
