[TechAssist] RCA P60755ATLG3 (Chassis PTK178L2C) No power

This TV is out the country it is in Puerto Rico and e very good friend of me 
move from NY to PR about 4 Year ego and bring this Brand NewTV with him. Now 
he say when he push the power button one light come on and that is it.
Question: do this unite use an EEPROM and if it use can somebody  give me the 
part number
       Do someone sell the complete chassis for this TV?
       Do someone has the service manual and want to sell?
