If the arc is due to a coolant leak, as Robert suggests, then there isn't
much you can do, as the only part available for the crt assembly is the
expansion bladder.  The seals are not available.  But otherwise, it is
possible IMHO to replace the 2ed anode connector and seal it.  RCA has an
excellent sealant available for this.  As for removing and reinstalling the
crt, there is really nothing special to know.  Just don't remove the red
screws unless you have drained the coolant from the unit.  Also, try not to
disturb the yoke and centering rings, to minimize readjustment.  Please note
that RCA does not endorse this procedure, they want you to replace the crt
assembly...
