Hello Monte,
Probably bad ground connections on/in the on board tuner. Resolder,plus
check the shield around the cpu. These connections will interfere with
communications between the cpu/eeprom and T chip. This will cause on/off
failure plus many other problems.

Have this RCA 27" TV model # F27242GY Chassis CTC185AB, no schematic.
Set came in with intermittent power up. If power button was pushed several
times
would finally come on, would work fine. Cleaned all switches and
re-soldered. Under
testing it would keep being intermittent.
Checked whole board for bad solder and any cracks .
Replaced the CH-UP and CH-DWN switches, which were intermittent. Afterwards
it
powered up first time all functions were ok ... tried power off/on several
times each
time it powered up......unplugged set let sit for an hour tried again ..all
ok. Then
let sit over night next morning it now has the relay clicking 3 times but
will not
power up.
Tried applying less voltage to powered-up with same results.
Would like to have a copy of RCA's FixFinder sent if possible...and any help
possible.
As most of know I do not repair TV's normally, but wanted to give this one a
try for
a friend.
