Problem: three tries then dead, 
Cure: "Pull out the PIP module and look really close at two SMD resistors 
(R14127=243 ohms SMD & R14126=392 ohms SMD) for trimming adjustable 
regulator U18101=LM417 voltage output it is on steel heatsink to
source 3.3Vpower for PIP
IC.One of two SMD resistors has cracked solder joint.I caught 3 cases of 
those and they behaved exactly like you described.3 strikes and out because 
the PIP IC and it's voltage conversion transistor on that I2C bus is "dead" 
and jamming the I2C bus."
38.) Jay Jay's TV service, Make: RCA, Model: F36665YX2, Chassis ctc203, 
Problem: Clicks 4 or 5 times then nothing Dead set, 
Cure: Solder joints on the metal can surrounding u18100 continues the ground
