I had a CTC187 yesterday the did the exact same thing, B+ at HOT 
collector was ok, 5 and 12 standby was ok, data and clock lines at 
eeprom were busy. Changed eeprom, no help, changed micro, no help, 
changed jungle, no help. Changed eeprom again, fixed! Not a ATC113 but 
I'll bet you have a bad eeprom.
