You should have 10-14vdc on the collector of the pin output. If you don't
check cr4401 and 4402 and c4401 and 4402. Infact just change them, same
circuit as the ctc169, it happens all of the time. Also, if any of these
parts are shorted you may have to change the Pin drive IC also.
