U1600..VCC was only 5V

pin 29  CPU  {mute} 0V muted or not muted..All audio input  pins 4 5 7 8
input to  T chip have 5.1V..pin 61 {vol} goes from 0V to 2.1 as vol graph
goes up..Subbed Eprom and checked audio perimeters in the service
menu...Appreciate any ideas.
