[TechAssist] RCA F27615/CTC203AX1 no tuning fix, now no close caption

Originally no tuning.Also seemed to have some white residue inside the
Gemstar module I cleaned. (looked like water lime residue).
Customer says she can not make the Closed Captioned work .
Where does the CC function originate? Gemstar?
Would like some info before it comes back.
I assume she knows how, as she has another identical set she uses it on.

This version has the seperate small upright tuner.
measured all tuner pins, none had +33 volts (or even close).
Back at the SMPS (located at front left chassis) located the +33V
source. Starts at smps transformer pin 16, to diode CR14106, branches
off to several pionts. One of which was resistor R14119, 15K ohm/2W.
Open.
This went on to zener diode CR14107 (33 volt)., then C14111
(100mf/63V),C14158 (1mf/100v).
Changing R14119,Zener CR14107 restored the 33V to tuner and operation
was restored. Change the two mwntioned electrolytics as precaution.
